Where ROC-A fits
ISED describes ROC-A as intended for aircraft pilots, drone operators, airport radio operators, and ground staff working on or near landing strips. It allows the operation of radios in aircraft, land vehicles, or base stations using aeronautical band frequencies.
For student pilots, ROC-A usually fits before or early during radio-use training. For commercial or career-track students, completing ROC-A early avoids unnecessary friction later.
PPL students
If you are working toward PPL, ROC-A helps with the radio side of flight training. You still need to follow your school’s requirements for medical, student pilot permit, PSTAR, ground school, flight training, written exams, and flight test readiness.
CPL students
If you are moving toward CPL, ROC-A should not be an afterthought. Commercial training can become busy with time-building, night rating, instrument training, multi-engine training, written exam preparation, and career planning.
ATPL/career students
If your long-term goal is airline flying, radio discipline matters from the beginning. ROC-A does not make someone an airline pilot, but it supports the aviation communication foundation used throughout training.

RIC-21 covers speech transmission techniques, time and date, phonetic alphabet, transmission of numbers, procedural words and phrases, call signs, calling procedure, distress communication, and urgency communication.
