How to Get a ROC-A License in Canada (Step by Step)
To get a ROC-A licence in Canada, you pass a 25-question multiple-choice exam (pass mark 70%) with an ISED-authorized examiner. If you pass, ISED processes it in 24-48 hours and mails you a certificate that is valid for life.
I'm Lesley Pinto, an ISED-authorized delegate examiner, and I run this official exam online, one-on-one over Google Meet. Here is exactly how it works.
What is the ROC-A, and who needs it?
The ROC-A (Restricted Operator Certificate with Aeronautical Qualification) is issued by ISED, Innovation, Science and Economic Development Canada. You need it to operate radios on board aircraft, in land vehicles or at base stations using aeronautical-band frequencies. It is intended for pilots, drone operators, airport radio operators and ground staff.
Once you have it, it is valid for life. There is no renewal.
Step 1: Study
ISED's study guide, RIC-21, sets out what the exam covers. To practise, use the 7 free practice exams and the study guide in the ROC-A Study Hub.
Step 2: Book your exam
Pick any open time in the live booking calendar, pay CA$113 (tax included), and your booking is confirmed right away. There is no waiting list. The exam is fully approved by ISED and Transport Canada compliant. Prefer in person? That's available too.
Step 3: Sit the exam
The exam slot is 60 minutes, and most candidates finish in about 30, depending on their ability. It's one-on-one with me over Google Meet. It is 25 multiple-choice questions and the pass mark is 70%. You'll need:
- A computer with a working webcam and microphone
- A stable internet connection
- Valid government-issued photo ID
- A quiet, private room
You just need to be physically in Canada at the time of the exam.
Step 4: Get your result and certificate
You get your pass/fail result on the call, before you hang up. If you pass, ISED processes it in 24-48 hours, then mails your certificate to you.
What it costs
CA$113, tax included. That covers the exam and the examiner's submission to ISED.
